Invitation for Bids (IFB)
for the Security Printing, Supply and Delivery of Postage Stamps

  1. Government of Nepal (GON), Ministry of Information and Communications, Postal Services Department has budgetary provision for the Security Printing, Supply and Delivery of Postage Stamps and intends to apply part of the funds to cover eligible payments under the Contract.
  2. The Postal Services Department invites sealed bids from internationally recognized Postage Stamp Security Printers certified by INTERGRAF/WADP under International Competitive Bidding procedures specified in Public Procurement Act, 2007 and Public Procurement Regulations, 2007  .
  3. Eligible Bidders may obtain further information and inspect the bidding documents at the address below from 10.00 to 16.00 hours.
  4. A complete set of bidding documents in English may be purchased on or before April 04, 2011 by interested eligible bidders on the submission of a written application to the address below and upon a payment of a non-refundable fee Nepalese Rupees 3,000.00 or equivalent amount in freely convertible currency for each set. If so requested, the Bidding Documents can also be sent by Express Mail Service upon payment of additional cost of NRs. 1,400.00 or equivalent amount in freely convertible currency. However, the Purchaser will not be responsible for delay or non-delivery of the documents so sent.
  5. If the local agent of the Bidder wishes to purchase the Bidding Documents on behalf of the Bidder, such agent shall also submit an authorization letter from the concerned Bidder along with attested copies of its (local agent) Firm Registration Certificate and Permanent Account Number (PAN) registration certificate.
  6. Pre-bid meeting shall be held at the address given below at 13:00 hours, March 18, 2011.
  7. Sealed Bids must be submitted to the address given belowon or before 13:00 hours, April 05, 2011.Documents received after this deadline shall not be accepted.
  8. Bids shall be opened in the presence of Bidders' representatives who choose to attend on or before 14:00 hours, April 05, 2011 at the address given below. Bids must be valid for a period of ninety days countingfrom the day of bid opening and must be accompanied by bid security, amounting to a minimum of 2.5 % of the quoted Bid amount, which shall be valid for minimum 30 days beyond the bid validity period ( i.e. August 03, 2011). 
  9. If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.
  10. The Purchaser reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
