This request for Expressions of Interest follows the updated General Procurement Notice for this project that appeared in Development Business No. 589 of August 31, 2002.
The Government of Nepal has received a credit 3581-NEP from the International Development Association (IDA) toward the cost of Telecommunications Sector Reform Project and intends to apply part of the proceeds of this credit to payments under the contract for consulting services for technical assistance under the project.
The main objective of the consulting services is to enhance the capacity of FMD/MOIC in meeting the challenges to telecom policy making, implementation, monitoring and radio spectrum management brought about by:
- The rapid advancement of technological development;
- Unprecedented use and surges in the demand of frequencies by public and private Telecommunications operators, broadcasters and so on.
- Convergence in the telecommunications environment (the convergence of telecommunications, broadcasting, information technology and content).
To achieve the objective, FMD/MOIC needs to enhance the capacity of its staff and provide them with opportunity to learn from regional and international experiences and practices in particular in the areas of:
- Radio spectrum management policy and legal framework.
- Provisioning of administrative and technical support for spectrum management with frequently updated information data base of all authorized spectrum users, national frequency allocation table and master frequency register.
- Spectrum planning and allocation, frequency assignments, co-ordination and notification as prescribed by ITU Radio Regulations and licensing.
- The economic value of spectrum ( Pricing strategy, liberalization and trading)
- Maintaining the integrity of spectrum through spectrum monitoring, inspections and law enforcement.
- Transformation of spectrum management organization based on functions.

MOIC now invites expressions of interest from eligible consulting firms:
- Possessing a competent training team comprising of a telecommunications/ radio communications engineer, a legal/regulatory expert in telecommunications; and telecommunications and ICT economist with demonstrated experience and knowledge.
- Previous practical experience in carrying out training for Policy and Frequency management staff/professionals.
The Consultant is encouraged to include local professionals or firms as part of the consulting team in carrying out this assignment. The contract will be with the Lead Consultant where a consortium is to provide the services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002). Interested consultants may obtain further information at the address given below during 9:00 am – 4:00 p.m. on weekdays (Monday–Friday).
EOI must be delivered either electronically or in paper copies to the address below by January 13, 2008, 4:00 PM. If the deadline specifies above falls on government holiday, the deadline shall be extended automatically to the next working day.
